Thirteen years, three restructures, and a quantity plan that swung 16,000 → 85,000 → 25,000 before the Army stopped paying in 2007. At the end unit cost was actually 16% BELOW baseline — the program died of shifting scope and budgets, not unit-cost growth. One Stryker battalion took its gear to Iraq anyway. (Confidence medium: the 2003 baseline post-dates two restructures.)
