Early and unstable: +6% (BY2019) against the statutory administrative baseline — but still NO Milestone B or APB, which has slipped ~3 years (now planned 3Q 2026, pending an Air Force affordability study of B-52H vs B-52J). AF officials cited CERP-alone growth toward ~$15B (vs $12.5B in 2021) with basis unstated — it tracks the then-year trajectory; never mix it with the BY2019 pair. No CERP Nunn-McCurdy breach exists (the 2024 breach was the separate B-52 RMP). GAO excludes CERP from portfolio totals until an official post-MTA estimate exists; revisit at MS B.
