Both endpoints are the Dec 2015 SAR baseline vs. current estimate in constant BY2009 dollars — an earlier row mistakenly paired the BY2009 and then-year versions of the same estimate, manufacturing +21% out of inflation. (Later restructured onto BY2023, ~$12.1B, different unit definition — not comparable.)
